+Yes, when a patron is purged the hold request are removed.
+When is the hold policy checked? Frozen vs Active
+Evergreen checks the hold policies when attempting to place a hold, target items, capture items and fulfill holds.  When you activate a suspended hold Evergreen will check the hold polices.
