When a patron is purged do their holds get canceled? 
Yes, when a patron is purged the hold request are removed.


When is the hold policy checked? Frozen vs Active
Evergreen checks the hold policies when attempting to place a hold, target items, capture items and fulfill holds.  When you activate a suspended hold Evergreen will check the hold polices.  


How to minimize transits:
  * Stalling: Hard/Soft stalling vs Pick Up Hard/Soft stalling
      *  OWWL is testing Pick Up Hard/Soft stalling
  * NOBLE is used stalling during COVID quarantining. 
  * Longer retargeting from 24 to 48 or 72 hours
  * Proximity Adjustments and using Hub approach- i.e. Indiana
