(1 system, four branches) * Douglas Public Library - a standalone public library with no additional service locations (1 system, 1 branch) * Frasier Community College Libraries - an academic library system with libraries at each of its two campuses. (1 system, 2 branches) This consortium has four systems (question 7). Each governing agency (Cedar County, Tsuga, Douglas, and Frasier Community College) is counted as a system. This consortium has 14 branches (question 8). There are seven service locations in Cedar County, four in Tsuga, one in Douglas, and two at Frasier Community College.
