2. Catalog search bugs

Michele Morgan has suggested we look at these related / possibly duplicate bugs:

• 1929072 - catalog search filters do not work in staff catalog
• 1746800 - Bibs with Transcendant of 'f' showing on location limited searches
• 1664585 - Hide transcendent records from location group searches

It's not uncommon for staff members to want to use the staff catalog to see everything in a certain shelving location, and the fact that empty bibs show up in searches limited to copy locations, or location groups, make this not possible.

Comments, especially those in the email thread link in bug 1929072 indicate that it would be reasonable to exclude empty bibs from the location (and location group) limited searches while continuing to include them in other searches where you're not specifically trying to limit to item attributes.

I don't know if this is a fairly straightforward change or an involved one, but this comment from Jason Boyer said it would be a "smaller" change than adding an option to enable or disable empty bibs in search results in general.

The group developed and submitted a fix under ticket https://bugs.launchpad.net/evergreen/+bug/1746800 which was accepted into master on 3/24/2022.
